Hawaii Vaccine Passports and Covid-19 Restrictions
For the last year and a half, I have hesitated to write a post with Hawaii COVID-19 updates because it’s constantly changing. However, with the introduction of vaccine passports in Hawaii, I wanted to have one place to share the most up-to-date information.
Keep in mind that things do change frequently, and the official “Safe Travels Hawaii” page is the best way to keep up with the latest updates.
It’s important to note that many businesses in Hawaii are not in favor of vaccine passports. In addition, the current vaccine passports in Hawaii are possibly temporary and could change at any time.
Is a Covid-19 test required to enter Hawaii?
As of right now, only unvaccinated guests must undergo a covid-19 test to enter Hawaii.
I personally think testing every single person entering Hawaii worked well. However, covid rates went up after they stopped testing vaccinated visitors, and I am honestly surprised that they are not testing everyone again. That said, testing for everyone could come back at any time, so be prepared for that.
Children under 5 are exempt from any kind of testing to enter Hawaii.
Should I visit Hawaii right now?

Vaccine passports in Hawaii
Currently, Maui and Oahu are offering some type of vaccine passports. I will keep this post updated as that changes or other islands implement similar procedures.
Following the Oahu Safe Access Program guidelines, certain hotels in Oahu have implemented vaccine passports. This makes the vaccine mandatory for all staff and guests. These hotels include:
- Alohilani Resort Waikiki Beach
- Park Shore Waikiki
- Hilton Garden Inn Waikiki Beach
- Aston Waikiki Beach Hotel
- Pearl Hotel Waikiki
- Ambassador Hotel Waikiki
- Courtyard Marriott Waikiki Beach
Which Hawaii islands have vaccine passports?
As of September 2021, both Oahu and Maui have implemented vaccine passport programs. Oahu requires proof of vaccination or a negative covid-19 test less than two days old for the following:
Oahu Safe Access Program
This program requires restaurants, bars, gyms, movie theaters, museums, etc. have fully vaccinated staff. Customers will also have to provide proof they are fully vaccinated against COVID-19 to enter the business. Or, they can show a negative COVID-19 test that is two days old or less.
Maui’s Safer Outside Program
This program is limiting capacity to outdoor venues such as boat excursions, tours, and more. The “Safer Outside” program also bars unvaccinated guests from dining inside.
Some restaurants such a Moku Roots have simply opted to have all of their guests dine outdoors.
Gyms are also operating at 50% capacity with the same vaccine requirements as restaurants. The Safer Outside program also limits inside groups to 5 and outdoor groups to 10.
Does the Big Island have a vaccine passport?
As of the writing of this article, the Big Island does not have any vaccine passports in place. Mayor Roth said they are waiting to see what happens in Oahu.
Does Kauai have a vaccine passport?
As of the last update, Kauai does not have a vaccine passport in place. Mayor Kawakami has made similar statements to Mayor Roth on the Big Island. They are waiting to see what happens with Oahu’s Safe Access Program.
Hawaii Vaccine Passports
How long will vaccine passports be around in Hawaii? That remains to be seen. Both programs in Maui and Oahu will be subject to change every 30 days.
